A detailed guide on how to quickly register a brand name ID.
Reading time: 7 minutes
Under Decree 91/2020/NĐ-CP issued by the Government regarding the prevention of spam messages, emails, and calls, all enterprises, organizations, and individual business households are required to display a registered brand name when making outgoing calls.
So, what exactly is a brand name? How can you register one quickly? Let’s find out in the article below!
What is a brand name?
A brand name is the brand identity chosen by a business for registration and use in advertising activities via text messages and phone calls.
Regulations on brand naming:
- Must not exceed 11 consecutive characters, using Latin letters, digits (0–9), hyphens (-), underscores (_), periods (.), or spaces;
- Case-insensitive;
- Must not consist solely of digits and must be used to display or identify information regarding the sender;
- Any organization, enterprise, or individual has the right to register and use an unlimited number of sender IDs;
- A registered sender ID is unique within the national system managed by the Ministry of Information and Communications and is valid for three years from the date of issuance;
- Registration is granted on a first-come, first-served basis; the ID becomes invalid if it expires or is revoked.
Furthermore, the alphanumeric identifier issued to an organization, enterprise, or individual shall be unique within the National Identifier System managed by the Ministry of Information and Communications and shall be valid for a period of three years from the date of issuance.

Understanding Sender IDs
Principles for using Sender IDs
- Equality and non-discrimination;
- Priority of use based on prior registration;
- Avoidance of identifiers that could cause misunderstanding or misinterpretation due to polysemy, multiple pronunciations, or the absence of diacritics in Vietnamese.
Obligations regarding the use of sender IDs
Organizations, enterprises, and individuals are legally liable for the intended use and accuracy of their registered sender ID information, as well as the authenticity of the documents and information contained in their registration dossiers.
It is prohibited to use sender IDs that have not been issued by the Authority of Information Security (Ministry of Information and Communications) or that have been issued to other organizations, enterprises, or individuals.
Organizations, enterprises, and individuals are required to pay statutory fees and costs for maintaining the sender ID. Notably, the use of a sender ID is prohibited after it has been revoked.
Why must businesses register a sender ID?
From a legal perspective:
- Under Government Decree 91/2020/ND-CP on combating spam messages, calls, and emails:
- If a business inadvertently sends promotional messages to a list of recipients who have opted out of receiving such messages, it will be subject to a fine ranging from 80 million to 100 million VND.
In practical terms:
- If a business does not register a Brandname, any promotional messages or calls it sends or makes will be treated as spam.
- Consequently, such efforts merely incur costs without yielding any benefits for the business.
Application for Brandname Registration
Step 1: Submission of Application
There are two submission methods:
Organizations, enterprises, and individuals submit applications for brandname registration according to the following steps:
Online submission
Organizations, enterprises, and individuals submit electronic copies of the application at: dichvucong.mic.gov.vn.
Submission of paper applications via postal service
Recipient: Vietnam National Cyber Emergency Response Center (VNCERT/CC)
Address: 5th Floor, 115 Tran Duy Hung Building, Cau Giay, Hanoi.
Phone number: 0243.6404423
When sending the application, the sender should clearly mark the information on the envelope to avoid errors or delivery to the wrong address.
For online submissions, upon approval, the organization, enterprise, or individual must submit a hard copy of the application to the Authority of Information Security (AIS) in accordance with regulations. Upon receipt of the hard copy, the AIS will verify the information before issuing the result.
For organizations and enterprises
Certified copy of the establishment decision of the unit/organization/enterprise or the enterprise registration certificate;
Brandname registration declaration form (Form No. 01, Appendix issued with Decree 91);
Documents related to trademark registration or intellectual property rights (if any);
In cases where a unit, organization, or enterprise registers multiple brandnames simultaneously, only a single certified copy of the enterprise registration certificate or the organization’s establishment decision is required. For individual business households:
Certified copy of the Identity Card, Citizen Identity Card, or passport;
Declaration for brand name registration using Form No. 01 in the Appendix issued with Decree 91;
Certified copy of the Business Household Registration Certificate and documents related to intellectual property rights or trademark registration (if any).

Detailed Procedure for Registering a Brandname
Step 2: Notification of results by the Authority of Information Security and fee payment
For valid applications
Upon receipt of a complete application, the submitting organization, enterprise, or individual will receive a notification of the result via email, along with detailed instructions on paying the fee via the public service portal.
For invalid applications
Upon receipt of a complete application, the submitting organization, enterprise, or individual will receive confirmation that the application is invalid via email, along with detailed instructions on how to complete or rectify the application via the public service portal.
Step 3: Payment of fees and maintenance costs
The organization, enterprise, or individual pays the fee to maintain the brandname’s operation.
Fee payment
- 200,000 VND per initial issuance/brandname.
- 100,000 VND per re-issuance/modification.
Fee payment method
- Payment via bank account
- Account name: Authority of Information Security.
- Account number: 3511.0.1120976.00000, held at the State Treasury of Hanoi.
Step 4: The Authority of Information Security issues the Sender ID registration certificate
Organizations, enterprises, or individuals must submit a copy or photo confirming payment of the fee to the email address tendinhdanh@vncert.vn or upload it to the public service system to verify the payment.
Upon receipt of payment confirmation, the Authority of Information Security (Ministry of Information and Communications) will send the Sender ID certificate to the email address registered in the Sender ID registration application.
Re-issuance of the Sender ID certificate
This applies in cases where information related to the issued Sender ID changes or the certificate is lost.
Organizations, enterprises, or individuals must submit a Sender ID application containing updated information—using Form No. 01 in the Appendix issued with this Decree—to the Ministry of Information and Communications (Authority of Information Security) in accordance with regulations.
The Authority of Information Security will re-issue the Sender ID certificate in accordance with regulations, maintaining the same validity period as the previously issued certificate.
